Quickly following Hurricanes irma and Maria, the FORWARD Puerto Rico Fund supported local grassroots groups that provided immediate assistance, even as government response was inadequate. And nonprofits, essential providers of immediate relief, need strengthening. Without land titles the poor lose their most important asset. Many lost their papers or built homes informally on family land. Disaster recovery funds help rebuild homes, but people must have title to their land. Hundreds of thousands still do not have a safe home. The mission of the local chapter is to strengthen the capabilities of organizations working together in the territory to respond to communities affected by disaster. The Hispanic Federation is a coalition of local organizations including La Maraa and ViequesLove that help to rebuild homes. An economic recession has led to cuts in public services and jobs.
